Quinn talks impact of budget

CHICAGO (WBBM) -- Now that there's a new budget for Illinois, Governor Quinn is talking about the impact of that budget, including furloughs and layoffs for state workers.
Governor Quinn says it's not a perfect budget. But he says it's a stable budget.
And Quinn says there will be cuts in state government.
"Every agency, there will be furloughs right off the bat. There will be layoffs, 2600 layoffs are going to take place."
How will the average citizen feel the impact of the budget - and the layoffs of state workers?
"If we manage things properly, I think we can get the job done."
Governor Quinn says he's still committed to a state income tax increase, which he says he believes state legislators will come around to within the next few months.
