CHICAGO (WBBM) -- The President of the Cook County Board says he's dragged the Jalopy into the21st century.

Todd Stroger told members of the City Club of Chicago he's changed the culture of Cook County government from one of sluggishness and entitlement to one of performance and competence.
He says he's already delivered on his campaign promises of holding the line of taxes while maintaining essential services.
Stroger says he's steering the county onto a green path with two major highway rebuilds, on both the North and South Sides, to be completed using asphalt with a large percentage of chopped up tires -- which would have otherwise been burnt or discarded to ruin the environment.
When asked about treating illegal immigrants at the Cook County hospital Stroger said he would never turn away anyone who needs help.
Contacted for reaction, defeated Republican Challenger Tony Peraica who says if the election were held today, he'd be the winner because Cook County Voters have already seen Stroger load up the payroll with relatives, political friends and incompetents.
Peraica says the only reason Stroger didn't raise property taxes was because he didn't have the votes.
Peraica says all things being equal he'd like to challenge Stroger in the next election but also says he still hasn't made up his mind.
