Police: Man Took Photos Up Women's Skirts At Festival



ARLINGTON HEIGHTS, Ill. (STNG)  -- A 47-year-old man has been charged with using a video camera to take pictures up women's skirts at a northwest suburban festival on July 4.

During Friday's Frontier Days Festival in Arlington Heights, plainclothes officers received a complaint from a citizen who saw a man using his camera to take photographs up women’s skirts, according to a release from police.

A description was then given out to all officers working the festival grounds. Later Friday, a plainclothes officer observed the subject bend over with a small camera pretending to adjust his shoes while shoot a video up a female’s skirt, the release said.

Timothy J. Hoeppner of 811 N. Highland Ave. in Arlington Heights was then followed taken into custody, the release said.

Officers confiscated the camera and found numerous images of views up various women’s skirts, the release said.

Hoeppner allegedly gave a full written confession that not only had he taken pictures at the Frontier Days Festival, but at the Fourth of July parade earlier Friday, the release said.

However, because only one victim was located, Hoeppner was charged with only one count of unauthorized video taping, a Class A misdemeanor. He is scheduled to appear at the Rolling Meadows courthouse on July 30 at 1:30 p.m., the release said.
